This depends on the type of renovations and the extent of the renovations.
For example, renovating your old carpet for new hardwood floors is not likely to add much value to your home. However, a kitchen renovation from an old outdated model to a new, modern kitchen complete with high quality, expensive mod-cons will add some extra value to the property. Similarly, an extensive bathrrom or bedroom may add value if there is a signifgant upgrade.
Planning permission is generally only required if new structures are being built. If all renovations are taking place inside within the existing structure, for example a kitchen or bathroom renovation, then no you will not need planning permission.
